  • CO-Sen: Andrew Romanoff has launched a new TV ad (a Joe Trippi Production), accusing Sen. Michael Bennet of "pushing companies into bankruptcy" while working for corporate raider (and right-wing zillionaire) Phil Anschutz. Bennet claims that his work for Anschutz Investments actually saved foundering movie theater chains from going out of business. Anyhow, NWOTSOTB.
  • CT-Sen: Politico's Shira Toeplitz talked to a bunch of bigtime Rob Simmons supporters (including ex-Rep. and all-time SSP enemy Nancy Johnson), all of whom seem to be fairly down on his chances at pulling off his weird comeback attempt against Linda McMahon. Simmons also told Politico that his internal polling matching a recent Quinnipiac survey, which had him down 52-25 in the primary, but wouldn't release any further details. So really, what's he doing? P.S. Linda McMahon's personal spending on the race is already up to $23 million.
  • FL-Gov: Obama alert! The POTUS will be doing a fundraiser with gubernatorial candidate Alex Sink in Miami Beach on August 18th. No word on whether he'll also help out Kendrick Meek. (Extremely eagle-eyed digesters of the digest will note that the Sink event is planned for the same day as a Ted Strickland fundraiser. Busy guy!)
  • IA-Gov: Heh. Former Gov. Terry Branstad's campaign is in trubba because it purchased two vehicles, including a $52K Winnebago - something that isn't kosher, on account of a state law which requires that campaigns lease, not buy. This is an amusing bust, because the law in question was passed when Branstad was governor - on account of a previous campaign of his purchasing a van for less than half its market value. This reminds me of when Chicken Lady (seems like so long ago!) received an improper donation of a $100,000 RV from a supporter. Ah, good times!
  • KY-Gov: Businessman Phil Moffett, managing partner of the telecommunications management company CCS Partners, is the first Republican candidate to enter the race against Dem Gov. Steve Beshear. Moffett says he's going after the teabagger vote, but he's been a big proponent of the stimulus-funded "Race to the Top" education bill, which makes me think he'll be anathema to the tribalist wing of the Republican Party. Anyhow, plenty more candidates wait in the wings for this race, which is not until 2011.
  • NV-Gov: Nevada Republican gubernatorial candidate is now claiming to have had an out-of-body experience, claiming he doesn't remember telling Univision that he wasn't worried about his kids getting profiled in Arizona because they "don't look Hispanic." Sandoval's exact, uh, apology: "If I did say those words, it was wrong and I sincerely regret it." So deeply weird.
  • NC-11: Memo to media: Message-testing polls are totally normal and fair game in any campaign. So Heath Shuler is testing out attacks on Republican Jeff Miller - he'd be negligent if he didn't do so. Not news. (At least no one called it a "push poll.")
  • NH-01, NH-02: Dean Barker at Blue Hampshire is one of my favorite state bloggers, so you should just go read what he has to say about UNH's new poll of NH-01 and NH-02. As for the toplines (PDF), in NH-01, Rep. Carol Shea-Porter leads all comers (April trendlines in parens): Frank Guinta 44-39 (38-42); Rich Ashooh 43-35 (36-39); Sean Mahoney 45-36 (37-40); and Bob Bestani 44-33 (37-38). In NH-02, it's Ann McLane Kuster 29, Charlie Bass 47 (30-42); Kuster 32, Jennifer Horn 34 (32-33); Katrina Swett 30, Bass 47; Swett 31, Horn 35 (31-35).
  • NY-13: Just ugh.
  • NY-15: Alright, the whip count is definitely winding down. Paul Hodes is now the latest to call on Charlie Rangel to resign, in the wake of formal ethics charges being announced against the veteran New York congressman. And Joe Sestak has returned Rangel's campaign contributions. At this point, I think pretty much everyone is gonna have to do that, so it's going to get pretty boring. Anyhow, of more direct relevance, CQ points out that it's now probably too late for Rangel to take his name off the September primary ballot, even if he wanted to. I wonder if he can still win re-election, somehow.
  • TN-08: It sounds like the NRCC is trying to game expectations with regard to Steve Fincher, their golden boy in the race to replace John Tanner. Fincher's been caught in a mega-multi-million dollar three-way fight, with Ron Kirkland and George Flinn beating up on him and each other. An NRCC flack says that Fincher "probably has the edge," but then immediately contradicts himself by saying a Fincher victory would be "against all odds" and that "anything can happen in primaries." I wouldn't be surprised at all if he lost in the primary next week (which, please note, is on a Thursday). Also important: Tennessee is the rare Southern state which does not feature runoffs.
  • DSCC/DCCC: God, pieces like this are just too depressing for me at this point. The Hill rounds up a pretty large list of retiring lawmakers who are still sitting on monster cash hoards. I mean, what the fuck is up with guys like Bill Delahunt? Says The Hill: "But Delahunt said there are competing political interests that need the money, and he'll decide how to spend it when the time is right." Shit, do I even need to say that the time is right... right now? Sigh.
  • Moose Lady: Heh again. The Washington Post has a special page devoted to tracking the Mama Grizzly-in-Chief's endorsements. It even has helpful logos for each candidate denoting whether they are "Establishment" or teabaggers. Anyhow, so far, Palin has 10 wins to 4 losses, with a bunch more races in the works.

    Hiding Angle
    The Republicans need to hide Angle.  Exiling her to the Falklands might be a good idea at this point.  They need to make this about Harry Reid, which is a race they can win.  They cannot win if this race is about someone whose mind has melted from walking around the Nevada Test Site too much.

    Angle is the type of candidate that would do well to have limited media appearances in very controlled settings.  This race has to be about Harry Reid and the best way to do that is for her to disappear.

    While Angle has more problems than Paul,

    Reid has many more problems than Conway....

    Fortunately for Reid, NV is much more blue than KY.

    I hope this poll is one of those 1:20 outliers.

    The Problem There Is...
    ...that Reid has so much money that he's ALREADY going to control the media message- can Angle really risk putting herself out there LESS?

    Plus, the "making it about Reid" thing only works if it's about Reid's negatives, not the "he's saved so many jobs" thing he's already saturated the state with. And if Angle is in the bunker, who's going to bring up those negatives? Junior staffers and out-of-state Republicans don't have the credibility, in-state big shots kinda have their own problems, and the NV media doesn't seem interested in Reid's deficiencies (least not as much as they are in Angle's).

    I don't mean to shit on your idea, really- just to point out the kind of Hobson's choice Angle and her team are facing. Keep her out there and risk about a gaffe a week, or hide her away and let Reid control the conversation.

    Glad I'm not working that campaign.

    BINGO on your first sentence, that says it all, and it's the difference from KY-Sen......
    Conway didn't get out of his primary with $9 million banked to be able to attack Paul on the air days later.  Paul can hide because Conway doesn't have the resources to fully expose him.

    Reid was able to pummel Angle right out of the gate, when she had no way of engaging.

    Angle also is simply a worse candidate than Paul.  Paul isn't good at all, but he looks pretty polished compared to Angle.  She really can't get through any interview without saying something to embarrass herself, and she's too much the crank to ever even realize she said something to embarrass herself.

    I'm actually pleased with where Conway stands right now, he's right there in it.  I hope he can pull it out, I think it's a legit tossup which is amazing in KY in this environment.

    Reid doesn't have his race in the bag yet, but he's well on his way, it's now his to lose.

    Well, Jefferson managed to win re-election once, against a Democrat when we had a golden opportunity to throw him out and still save the seat, so I think it's entirely possible that folks who Rangel served well for many years would still vote for him.  I hope he resigns, or at least announces he won't accept another term, since I think this would be the best thing overall.  Otherwise, I hope he loses his primary.

    While he may not be able to take his name off the primary ballot, if he wins the primary could he still decline to run in the general election and defer his spot to the primary runner-up, or have the party appoint a replacement for the general election ballot?


    Poorer districts like corrupt politicians
    My parents live in one of the five poorest state house districts in Pennsylvania.  The district repeatedly reelects officials under investigation or indictment.  The only way I can explain it is that they want a corrupt person there so they get handouts.  That is partially why we are registered Republicans even though we do not agree with the party's social issues agenda.

    I suspect a similar thing happens in Harlem.

    Unfair
    They don't like corrupt politicians per se, they like politicians who deliver for them, and will excuse the corruption as long as they do.  But even so, there is a limit.  Charlie Rangel is in Congress because he ran as a reformer against Adam Clayton Powell, who was expelled from the House once, in 1970 and beat him in the primary.

    Jack Murtha is another good example.  He delivers for his constituents, and thus people voted for him despite whatever controversial and shady business he did.

    My guess is that this would also work on political ideology, that such areas would elect a representative or senator who is much more to the left or right of the district if they delivered for them.  This is why I think Jay Rockefeller is safe in 2014 if he runs again.

    It is a generalization
    While I know its a broad generalization, I suspect its applicable to many districts.  Bringing the bacon home is more important than ethical considerations in poorer districts.  Two examples of this are Curt Weldon and Jack Murtha.  Both brought home the bacon with Murtha bringing home a lot more and Weldon represented a far richer district.  Weldon was thrown out of office by his electorate for less serious allegations than Murtha faced.

    even with those allegations.  It was because 2006 was a Democratic year, and Joe Sestak was a strong candidate, was why Weldon was deservedly shown the door.

    He's going to be in congress next year
    Unless he resigns and takes one for the team, he'll no doubt win reelection. Correct, Dollar Bill Jefferson won reelection, but I don't even think we should compare it to that circumstance. This is the second most Democratic district in the country. There is absolutely no way, no chance a Republican would ever get elected here, unlike LA-02

    I hope that race could stay out of it, but from what I saw with black leaders in terms of Roland Burris and David Paterson, it's entirely possible. Simply put, there's too much behind Rangel for him to lose reelection, even in the primary.

    I still dont think Rangel's "crimes" are all that bad...
    I mean the stuff that Jefferson did and Greg Meeks is accused of is a heck of a lot worst IMHO. I even think Dodd and Kent Conrad's friends of Angelo cheapo mortgages was a bigger breach of ethics than Rangel's misdemeanors.

    As for Rangel's primary remember his main opponent is Assemblyman Adam Clayton Powell IV who recently beat a DWI charge(although he was found guilty of a driving while impaired) and a 2004 rape charge by two separate woman (the 19 year old assembly intern he had sex with later under pressure recanted her charges and agreed with the Assemblyman that the sex was consensual).

    Also running is Jonathan Tasini whose main claim to fame was running a "some dude" primary Senate challenge to Hilary Clinton in 2006.

    So I kind of think Rangel will win the Dem Primary.

    As for him winning the primary and stepping aside there are ways he can get off the ballot even though the deadline for declining nominations has past in NY.

    A common practice in NYS is for a candidate who want to get removed from the ballot for any particular office to get nominated by a Pary as a candidate for a judicial. So if the Working Families or Democrat Party in NY nominates Rangel for a judicial office in some heavily Republican upstate of LI district they can take his name off the ballot for Congress and Rangel's replacement committee can nominate a new candidate.

    So keep an eye out for the soon to be Congressman Daivd Patterson!

    That's basically it. I despised Johnson because she presented an image of grandmotherly moderation for years, but she was really just another rank-and-file right-wing loon. Her over-the-top ads -- which were praised by the likes of John Mercurio from The Hotline -- exposed her in the worst way.

    I talked to Chris Murphy at Netroots Nation, and he cited both of those ads as events that turned the race to his advantage.

    I had some respect for her moderation on social issues, and especially standing up to her party leadership on reproductive rights -- but too often we are too quick to label pro-choice Republicans across-the-board moderates.  While abortion is a very important issue, it is not always a clear indication of where you stand on anything else.

    Those ads were terrible.  The second one had a potentially clever premise, and the old lady telling him to keep walking over taxes was funny -- but then she goes right to calling Chris Murphy the friend of child molesters and drug dealers.  She deserved to lose re-election for that.

    There are so many variables in this race I would be hard pressed to bet on the outcome, and I live in the district. Kirkland and Flinn have effectively framed Fincher as a "Democrat" who is using farm subsidies to buy a primary, while Fincher has successfully painted Kirkland as a "rich guy" trying to buy the primary with a negative campaign and who has questionable conservative credentials. Flinn on the other hand is the wild card, and his presence in the race may be the determining factor, as he too has spent millions on the race.

    This bloody primary will leave a lot of carnage within the Republican electorate, and Roy Herron chances have improved markedly. However, I still place the race at no better than a toss-up until the dust settles.

    Is the most electable? Fincher has less money, but is more likable and comes across as a regular guy. Kirkland is the guy with a brother trying to buy him a seat in congress, and Flinn is the elected official with big bucks. Who is best there?

This does not help him but he was heavily favored to win re-election before the aide did this shit and no one is changing their ratings now. McMahon had nothing to do with it and he did everything right to deal with the situation and I do not think people will blame him for his aides mistake.

    You fire the staffer for saying it, and that's it, it's over.  That's good enough for voters and makes it go away.  The only way the story doesn't go away is if there's something more there.

    What I dont know what is worst them not realizing how anti semetic this was or thinking that being anti-semetic would help them politically.

    Either way firing the staffer and acting outraged was the only thing McMahon could do.

    Sure...LOL
    Its all the talk on CNN, blogs and local news.  Let's see its a sunny weekend in July in a what, like 80% Dem district.  I'm sure Rangel is in electoral trouble and this story is certainly resonating everywhere...with about 10 people.

    If Rangel resigns, so be it.  I doubt he will.  If nothing else he'll want to stay in the primary so he can drop out afterwards but have a heavy hand in choosing the predecessor (sure they'll say the Dem party will pick it but lets be honest).

    If he chooses not to resign, he'll likely win the primary and be re-elected easily.  

    And unfortunately, Rangel's issues just dont resonate beyond him.  No one outside NYC even knows who the guy is.  Chairman of House Ways and Means is meaningless to the average voter.

    Why does everyone seem to think every jaywalking charge agains the Dems will be the next Watergate this year...sheesh its not that bad.

    It depends on what you define as a problem.
    McMahon is not an anti-semite.  And certainly he doesn't want to campaign on Jewish money.  He'd rather chase Jewish money (there are a lot of Jews in the district as well as of course Jewish retirees in places like Florida who still have an interest in the state) as much as that of any other group.

    The problem is if his campaign is lacking in control to prevent stupid things like this from occuring.  To be honest I really am not sure who is his campaign manager this year.  I've been more interested in the ballots further down ballot since I haven't been too happy with McMahon.  But hopefully they are reigning people in and making sure there is discipline so stupid ideas get crushed before they bomerang back on the candidate.

    there are flaws in the palin map
    one it says emmer in mn has an upcoming primary.  technically, but, like saul malone, he's the minneosta republican's de facto leader of the gubernatorial team (a stretch, i know).  secondly, it says handle won her nomination in georgia.  there's still the runoff.  and she's running for gov, not "house" like wapo says.

    That would be Andrew Whalen, who ran Shuler's campaign in 2006 and 2008 and is now executive director of the North Carolina Democratic Party.... for the muthafukkin WIN.

    However, the state Democratic Party that consistently puts out the best one-liners, quotes and zingers is still Louisiana, IMHO. ...but North Carolina is suddenly a contender.

    He's a backbench Congressman from a supersafe urban district who more or less inherited his seat from his family dynasty. He may be a good politician, but he's never been tested in a real campaign in his life. I know most people on this blog don't think highly of Greene, but if this were a traditional R vs. D election (no Crist), he would probably give Democrats a better chance at picking up this seat than Meek.

    As a GOP leaning voter, I have no opinion on this race or pretty much any race in the South in general.  My knowledge of politics south of Virginia and east of Texas is not that great.  I honestly know more about what is going on in many of the Canadian provinces than I do know about states in the South.

    From what I have heard from Republican friends in Florida, there is just a bunch of populist anger in the air that is killing McCollum.

    But also what voters perceive the Democrats are doing about it.  Obama and crew have been on a roll legislatively, and they are thus being rewarded for looking like they are doing shit.

    This to be the great contrast with HCR where we spent 8 months on one fucking bill that had nothing to do with the economy.  (Yeah, it cuts the deficit, blah blah, that's not the economy.)

    Ive referenced this book many a time over the HCR discussions, "Stealth Democracy", a book two political scientists who find that voters want other people in charge who are brainy and know their shit, and they dont want to know how it gets done, they just want a victory and for things to look great.  HCR blew up in our faces in this regard, now we are passing stuff left and right.

    Front page article today in the Star Tribune (largest publication in MN) about Congress finally passing new laws regarding crack cocaine violations.  A county judge ruled this way 20 years ago, received death threats, and now it's a front-pager of good press.  This is what the Dems need, they wont ever get some be-all-end-all piece of legislation but they can work their way back in favor by passing lots of bills that do lots of great things.

    (I am convinced that 20 years from now, we'll all be reading a book about how McConnell fucked Obama and the Democrats over with the filibuster.  If we cant get our headline making pieces of legislation out of the Senate, then why were we elected?)

That is also true of Russ Warner in CA-26, who will most likely be defeated by the odious David Dreier this year but may have a much better chance in a new district. Bill Hedrick (CA-44) and Ami Bera (CA-03) may also be in this category. As we have seen from some of the redistricting diaries here on SSP there is a lot of potential for squeezing out some of the Greedy Old Party incumbents with better redistricting.

    Evans was an across-the-board populist liberal, a carbon copy of Tom Harkin, and only once did he have a tough race in the 90s before retiring.  The Democrats then were heavily favored to hold the open seat, and Hare did just that.

    If the GOPer had released a poll calling it close, even within margin of error, I'd consider it within the realm of the possible in such a bad environment.

    But Schilling by 13 means this was the last "informed ballot" horse race question, i.e., "knowing Hare eats babies for breakfast and Schilling was just elected Pope, who will you vote for?"

    In a Dem primary, I'd vote Thompson over Weiner
    I'm doubtful Thompson will actually defeat Bloomberg in '13, given Thompson's surprising performance stemmed largely from complacency and a lack of GOTV among Team Bloomberg. I suspect 46% may remain his ceiling. But, still, Thompson may well be the strongest candidate Dems can field against Bloomberg.

    With the Thompson ticket, minority turn-out was strong and he over-performed among both African-Americans (3-to-1 margin) and Hispanics (a 12-point advantage, as opposed to Bloomberg's lead in most polling). If Weiner were the nominee, he could probably net 35-40% of white voters, as opposed to Thompson's 30%, but a lesser minority turn-out could make that a wash. To some extent, a Weiner candidacy reeks of Ruth Messinger's in '97, where a lot of Democrats thought they could siphon enough of the white vote to beat Giuliani. Instead, she performed worse than Dinkins and later Thompson.

    Oh, and I can't imagine Christine Quinn, John Liu, or Bill de Blasio beating Bloomberg. Liz Holtzman, maybe, but only because she'd go nuclear on him.

    you think he runs for another term though. I do not know as I am not from New York but it seems to me that retirement is not out of the question. Didn't he say the only reason he ran for a third term was because of the financial crisis needed his undivided attention or something like that? I do not buy that per say I think it was probably just a power grab but still do you think he would have a hard time selling the need for him to get a fourth term? Probably not I would assume as he got away with it this year even when several city council members lost their jobs over it but voters may just want a fresh face. I mean sometimes people get sick of having the same person in power over and over again. 1993 was the last time the city had a Dem Mayor and honestly voters may want to put a new party in power. We will see though, if he tries to run for President I think it will hurt him if he runs for another term as Mayor when he loses. What is his current approval rating?

    Are you sure Bloomberg can run for a fourth term?
    If he can, I will predict right now that he will be defeated. He came pretty close to being defeated for a third term after two good terms. During his third term, he's having to preside over the decline of the city, because he has to cut the budget and has not chosen to do the one unique thing he could do to help: Contribute a few hundred million of his own money. So as much as I was surprised that people voted against him in droves last time, purely on principle, I am predicting that he would lose another reelection campaign, unless and probably even if things drastically improve during this term.

    All that said, I have my doubts that Thompson would win a truly open primary, if Mayor becomes an open seat. He doesn't have an impressive record to run on, and losing a mayoral election by 5 points or whatever won't necessarily be sufficient for him to defeat more compelling campaigners with more impressive records.

    As for the comparison to Messinger, she was campaigning against an incumbent and then rather popular Giuliani and gave no positive reason to vote for her and no positive vision of what she wanted to do for the future of the city, from what I recall. I actually would have felt impelled to vote for Giuliani if the election had been close, and that was after having been a big fan of Messinger until that campaign. Weiner is a much better campaigner. However, your remarks about the limitations of his base are accurate, and I'd add that his base is among Jews and other whites in Queens, not so much any other borough.

    One question I don't know the answer for: Have any mayors been elected while living in Queens before?

    The real problem is more immediate: former City Comptroller Bill Thompson is already running for mayor, basically, and has lined up a lot of support, especially in NYC's vast minority communities.     Next week, I plan to write a column for my website, outlining why I believe Liz Holtzman's short-lived Attorney General run was just a way of getting her name back out there in advance of the '13 mayoral race. There's lots of buzz in NY about Holtzman plotting a political comeback in the near future, and NYC-Mayor is the soonest major race after this year. Plus, she's considered a mayoral run before, in 1989 (she ran for NYC Comptroller instead, after David Dinkins pulled the trigger on a mayoral bid).

    I don't expect Weiner to run for Mayor in '13. Thompson almost surely will, and Christine Quinn, John Liu, and Bill de Blasio could too. If Holtzman runs, the Dem field will look an awful lot like the '77 primary, where Bella Abzug ran.

    He already has like $4 million stored up in a city account, which is more than every other competitor, and the issues page on his website is almost entirely dedicated to NYC issues.     will probably be a bit old to run for Mayor don't you think? Also, didn't she leave the office of Comptroller with a lot of ethical questions, she came in third in the primary I know. It seems to me that she would probably come in third or fourth in a Democratic primary. If you do not mind me asking why do you think she is such a strong candidate?

    But, that internal poll she conducted on the Attorney General race seemed to indicate that most New Yorkers have forgiven her ethical mishaps (the poll conducted an initial favorable, and then another favorable after her negatives were listed). Her favorable rating, IIRC, was something like 47-5 among registered Dems. I suspect Holtzman would perform very strongly on her Brooklyn home-turf, and she won the Bronx in the '93 Comptroller primary.

    Oh, and not to get picky, but she finished 2nd in the Comptroller primary, which then went into a run-off, which she lost.

    Dude you realize that republicans would have used the amendment process
    to attach something ugly (like some porn laws or protection of pedophiles) like they did with other uncontroversial bills in order to defeat it.

    Why is being able to offer lots of amendments such a good thing?
    Especially when many of the amendments simply have nothing to do with the original bill.

    If there's something wrong with the bill as is, either vote against it, or introduce a new bill to deal with those problems, but since the amendments process itself is used to kill bills, I don't see why they should be allowed without limit.
